Governance

PADERMO is under the technical and administrative supervision of the Ministry of Agriculture, Marine Fisheries, Rural Development, Water, and Forests (MAPMDREF), which is responsible for its technical project management.

Project Management

At the central level

A National Steering Committee (NSC) for the Project will be established under the chairmanship of the Secretary General of MAPMDREF. The NSC, whose secretariat will be provided by DDERZM, will meet once a year. It will have a strategic guidance role and, as such, will be responsible for reviewing the overall progress of the Project and endorsing the annual work program and budget (AWB).

At the regional level

A regional steering committee (RSC) will be established in the Oriental region. It will be chaired by the Regional Director of Agriculture (RDA) for the Oriental region. Its role will be to review and validate the PTBA.

Central level

At the central level

At the central level, the DDERZM, as the administrative authority for the Project, will be responsible for its coordination, supervision, and overall monitoring. The Director of the DDERZM will be the National Project Director. He will be supported in this role by a Central Project Coordination Unit (UCCP) composed of a Central Project Coordinator, a monitoring and evaluation specialist, and a financial management officer.

Regional level

At the regional level

At the regional level, the project will be managed by the Regional Directorate of Agriculture (DRA) for the Oriental region. It will be supported in this task by a Regional Project Management Unit (UGRP) composed of a Regional Project Coordinator, a monitoring and evaluation specialist, and a financial management officer. In addition to coordinating and supervising the implementation of the Project at the regional level, it will consolidate the PTBAs and PPMs and conclude partnership agreements to be entered into at the regional level that do not involve financial flows.

Provincial level

At the provincial level

At the provincial level, the Provincial Directors of Agriculture (PDAs) of Oujda/Berkane, Driouch, and Guercif will provide provincial leadership for the Project and will be supported by a Provincial Project Management Unit (PPMU), headed by an executive from the respective PDAs. The PMUs will coordinate the implementation of Project activities at the provincial level, with the relevant technical departments of the PDA, the Project’s autonomous partner structures, and the APOs.

Strategic Partnership

The UGPPs will work under the authority of the Project Director, in close collaboration with the internal and external technical services responsible for implementing the Project activities that concern them. These services are as follows:

  • The Regional Agricultural Advisory Directorate (DRCA) for all capacity-building activities (training, field schools, study trips, demonstration fields) for beneficiaries, which will be implemented by their local structures (agricultural advisory centers or CCAs).
  • Agricultural research centers, in particular INRA, for everything related to the production of technical guidelines for crop management in mountain areas.
  • Specialized training centers, in particular MFTs, to provide certified technical training and support young people in the implementation of their professional projects.
  • The provinces (DAS, DCL) for everything related to partnerships for the convergence of interventions in rural infrastructure and income-generating activities (INDH).
